Michael W. Spinelli, A.I.A., President

Mr. Spinelli is a Registered Architect licensed in the State of New York. Mr. Spinelli has 13 years of experience in providing consulting services to Sureties. Prior to establishing NSEA, Mr. Spinelli was Vice President and a member of the Board of Directors of one of Long Island's largest engineering, planning and construction management firms.

Background

Mr. Spinelli is a Registered Architect experienced in the coordination of all aspects of Surety investigations. He is well versed in the evaluation of Performance and Payment Bond claim matters. Mr. Spinelli typically directs a team of architects, engineers and claims analysts in the development of cost-to-complete estimates, preparation of expert reports, preparation of re-bid documents, monitoring of completion contractors and the preparation of payment estimates and claims.

James M. Cashin, Director of Surety Consulting

James M. Cashin, Officer has over 25 years of experience in the Surety industry. Mr. Cashin is recognized as one of the nation's leading Surety experts. Prior to establishing NSEA, Mr. Cashin was Director of Surety Services for one of the largest surety consulting firms in the country.

Mr. Cashin has over 25 years of experience in the construction industry. Mr. Cashin has provided construction consulting and litigation support services on a wide range of project types ranging in size from $100,000 to $100,000,000. Mr. Cashin has also appeared as a guest speaker on subjects relating to construction claims handling and Forensic Engineering.

Stephen P. Ferretti, Director of Transportation Services

Mr. Ferretti has been providing Surety consulting services for 12 years. Prior to establishing CSF, Mr. Ferretti was the Chief Transportation Engineer for one of Long Island's largest engineering and planning firms. Mr. Ferretti has designed, reviewed and provided expert analysis for traffic and transportation issues for some of the regions largest developments.

Background

Mr. Ferretti has been providing consulting services to Sureties for more than 11 years. Mr. Ferretti is well versed in the assessment and investigation of Surety projects. Mr. Ferretti also has extensive experience in managing the completion of a variety of projects and in the analysis of related Payment Bond claims. Mr. Ferretti is also a Transportation Engineer and Planner, with experience in the design, review and analysis of highway and transportation matters. Mr. Ferretti is also a Certified Highway Construction Inspector. Mr. Ferretti has utilized these skills in the evaluation of construction projects on behalf of various Surety companies.

Richard L. Rosner, P.E.

Richard Rosner, P.E. is a Registered Professional Engineer licensed in several states and has 35 years of experience in providing engineering and consulting services. Prior to NSEA, Mr. Rosner was the Director of Engineering of one Long Island's largest architectural firms.

Background

Mr. Rosner is a Professional Engineer with over 35 years experience in the design and construction of electrical and mechanical systems. Mr. Rosner is also a Master Electrician with direct hands-on experience in the installation of power, lighting, fire alarm, security and communications systems. Mr. Rosner has served as Director of Engineering and Chief Engineer for several engineering and construction companies as well as Senior Engineer in the Forensic Consulting field. Mr. Rosner’s responsibilities have included: project management; technical supervision of design; construction inspection; claims analysis; investigation of various property and casualty claims involving defects in design, product liability and code violations; preparation of technical reports; and expert witness testimony. Projects Mr. Rosner has worked on include: commercial, industrial and multi-residential buildings, treatments plants, co-generation facilities, water pumping and distribution systems, landfill facilities, nursing homes, hospitals, jails, electrical distribution systems, transportation systems, boiler plants, entertainment facilities, sports arenas, hotels, casinos, military bases, marinas, super markets and various communication systems. Mr. Rosner has taught basic through extra/advanced technical courses to students preparing to take various levels of amateur radio license exams.
